My stepkids father wont see them?

You can always cut off all contact....but the kids might hate you for that. Or you can make the appointments shorter and shorter so he is desperate to see the kids and comes more often or the shorter time together could let the kids (provided that he doesn't want more time) grow used to not seeing him.
